Job Description

The DevOps Engineer – Organization Change Management (OCM) Specialist will lead organizational change management activities supporting a Business and Technology Modernization program. The role will develop and execute change strategies to drive successful adoption of Agile practices, mindsets, and behaviors across the organization.

The OCM Specialist will work closely with the Agile Program Manager, Agile Coaches, organizational leadership, and impacted teams to assess change readiness, identify and manage resistance, engage stakeholders, and implement communication and training strategies that support sustainable organizational change.

The ideal candidate will bring proven Organizational Change Management (OCM) methodologies and experience supporting technology, Agile, or digital transformations.

Key Responsibilities

Change Management Strategy

• Develop and execute comprehensive change management strategies aligned with Agile transformation objectives and program milestones.
• Conduct change impact assessments, organizational readiness assessments, and stakeholder analyses.
• Develop adoption roadmaps and change plans based on organizational and team needs.
• Identify potential barriers to adoption and develop targeted strategies to address them.
• Align change management activities with broader technology modernization and Agile transformation initiatives.

Communication & Training

• Design and implement communication strategies for diverse stakeholder groups, including:
  • Executives
  • Managers
  • Delivery teams
  • Support functions
  • Other impacted stakeholders
• Develop compelling communications, presentations, training materials, and other change-related content.
• Develop and deliver training and enablement activities to build awareness, understanding, and capability.
• Tailor messaging and engagement approaches to different audiences and levels of the organization.

Resistance Management & Adoption

• Identify and proactively manage resistance to organizational and Agile transformation initiatives.
• Assess concerns, objections, and barriers to change and implement appropriate interventions.
• Provide coaching and support to stakeholders and teams navigating organizational change.
• Establish reinforcement mechanisms to encourage sustained adoption of new processes, behaviors, and ways of working.
• Support the transition from traditional delivery approaches toward Agile mindsets and practices.

Measurement & Reporting

• Establish and monitor change adoption metrics, readiness scores, feedback, and other effectiveness measures.
• Track progress against change management objectives and adoption milestones.
• Analyze stakeholder feedback and organizational readiness data.
• Provide recommendations and adjust change strategies based on measured results.
• Communicate change progress, risks, challenges, and outcomes to program leadership.

Collaboration & Organizational Transformation

• Partner with the Agile Program Manager, Agile Coaches, and other change leaders.
• Support organizational culture transformation focused on:

• Build relationships and credibility with stakeholders at all organizational levels.
• Support Agile transformation initiatives across impacted teams and business areas.

Required Qualifications

• Minimum 5 years of experience in Organizational Change Management (OCM).
• Experience supporting technology transformations, Agile transformations, or digital transformation initiatives preferred.
• Experience conducting:
  • Change impact assessments
  • Stakeholder analyses
  • Organizational readiness assessments
• Demonstrated experience developing and executing comprehensive change management plans covering:
  • Change strategy
  • Stakeholder engagement
  • Communications
  • Training
  • Resistance management
  • Adoption and reinforcement
• Strong understanding of organizational change principles and methodologies.
• Excellent written and verbal communication skills.
• Strong influencing and stakeholder-management capabilities.
• Ability to build relationships and establish credibility across all organizational levels.
• Ability to develop clear, compelling communications for diverse audiences.
• Strong analytical, facilitation, and problem-solving skills.

Agile Knowledge

• Understanding of Agile principles and values.
• Familiarity with Agile frameworks and methodologies such as:
  • Scrum
  • SAFe
  • Kanban
• Understanding of the cultural and behavioral changes required for successful Agile adoption.
• Ability to support organizational transformation toward Agile ways of working.

Education

• Bachelor’s degree in one of the following or a related field:
  • Communications
  • Organizational Psychology
  • Business Administration
  • Management
  • Information Systems
  • Sociology
• Equivalent professional experience may be considered.

Preferred Qualifications

• Change management certification, such as:
  • Prosci Change Management Practitioner
  • Certified Change Management Professional (CCMP)
  • Similar recognized certification
• Experience working in government or highly regulated industries.
• Federal government experience preferred.
• Familiarity with Atlassian Jira and Confluence.
• Experience supporting large-scale organizational or Agile transformations.
• Experience developing adoption metrics and organizational readiness measures.
